In re Office of Information Practices Opinion Letter No. F19-04

The City & County of Honolulu disagreed with an opinion issued by the Office of Information Practices concerning public access to the City’s appraisals of government-owned property.  OIP held that the appraisals must be disclosed to the public.  The Law Center filed an amicus curiae–friend of the court–brief supporting OIP’s position.  S.P. No. 19-1-0157 JPC.  The case was assigned to the Honorable Jeffrey P. Crabtree.  On June 26, 2020, the circuit court denied the City’s appeal of OIP’s decision in favor of public access.

The City appealed Judge Crabtree’s decision affirming OIP.  On appeal, the Law Center filed an amicus curiae brief supporting OIP’s and the circuit court’s decisions.  No. CAAP-20-470.  On October  11, 2021, the ICA affirmed, holding that the property appraisal must be disclosed.
