SHOPO v. City & County of Honolulu

On July 31, 2017, Civil Beat requested the name, position, and compensation for Honolulu Police Department employees.  The City & County of Honolulu planned to disclose the information until the State of Hawaii Organization of Police Officers (SHOPO) filed a complaint and motion for temporary restraining order on September 1 to stop the City’s disclosure.  Because SHOPO did not name Civil Beat as a party to the lawsuit, Civil Beat moved to intervene on December 12, 2017, to protect the public right to disclosure of the government information that it requested.  The case was assigned to Judge Virginia L. Crandall.  Civil No. 17-1-1433-09 VLC.  On November 16, 2018, Judge Crandall entered Judgment against SHOPO.  SHOPO appealed on December 18, and Civil Beat cross-appealed on December 20.  CAAP-18-958.  On April 22, 2019, the ICA dismissed the appeal for lack of appellate jurisdiction because SHOPO’s notice of appeal was filed one day late.
